House Bill 4090, requested by Adams County supervisors, passed the Senate on Wednesday after clearing the House of Representatives earlier this month. It now goes to the governor for him to sign into law.
The county board has been struggling for years on how to finance the construction of a jail to replace Adams County’s 49-year-old detention center plagued by various structural problems.
The bill would enable the Adams County Board of Supervisors to make a lease-purchase arrangement for a jail facility not to exceed 30 years.
“It merely gives the board additional flexibility for financing if they so choose for a 20-year term to a 30-year term,” said county board attorney Scott Slover.
The board in March accepted property for a new jail but has not publicly identified the donor or the location other than to say a business donated about 35 acres north of Natchez.
The board earlier this month also received a proposal for a privately owned jail being built to replace the county-owned facility. The county would pay rent for housing its inmates at a new jail. County supervisors continue to review that proposal from Sustainability Partners, an Arizona-based company that provides “infrastructure as a service” throughout the country to various local governments.
